Senator Schumer

Over the past 10 years Republicans dropped any attempt to appeal to a majority of Americans.  By acknowledging and utilizing the reality that our political institutions diminish the influence of urban areas, young Americans, and voters of color.  Republicans have focused on a conservative white minority that is over-represented in the Electoral College, the Senate, and legislative districts.  The strategy of white grievance was best exampled by a President emboldening domestic terrorists in an attempt to prevent Congress from certifying Biden’s Electoral College victory.  In spite of the Democratic win in Georgia we are faced with a new version of minority rule.  Once again, Republicans will attempt to block the agenda of a President elected by an overwhelming majority of Americans and these same minority Republicans think nothing of ignoring the will of the people and threatening our very democracy.  As the present Senate Majority Leader you are left with but a single course of action.  You must take whatever steps needed to insure the passage of the Biden agenda.  The proposed measures have the approval of a majority of Americans and are desperately needed to deal with the problems the country faces.  Your very first response should be to call the Republican bluff.  Bring up HR1 and HR4 for an immediate vote for passage in the Senate.  If the Republicans threaten a filibuster make them this offer:  If Republican claims of bipartisanship are at all meaningful they will allow HR1 and HR4 to come to the floor of the Senate for a vote accepting a simple majority as provided by the Constitution.  Any attempt to prevent or delay a vote by the use of filibuster will result in a filibuster rule change whereby the minority will get six hours to introduce objections and amendments to HR1 and HR4.  After the six hour period any amendments will be voted on and after all amendments have received votes HR1 and HR4 as amended, if amended, will be brought to the floor of the Senate for a vote.  If passed with a simple majority, the amended bills will then go to the House for reconciliation.  If no amendments are added to either HR1 or HR4 the measure will be sent to the President for signature and become law.  If Republicans demonstrate the slightest intent towards bipartisanship with a real world Senatorial action there will be no changes in the filibuster rule but failure to demonstrate bipartisan intentions will result in the elimination of the filibuster and legislation regarding immigration reform, the Dream Act, Biden’s Income tax changes, infrastructure, sensible gun control, and healthcare will all be voted on in a Senate that no longer can block passage of legislation by a filibuster on the part of a minority.  It is time for Democrats to put an end to playing by the rules when all of the rules are being written by the minority.  Democrats need to re-write the rules to govern in behalf of a majority of voters and ignore the phony claims of the Republican minority.  America does not belong to rich, white conservatives but to all Americans regardless of color of wealth and the time has come to put an end to minority dominance
