Gun License

Every gun in the United States should be registered and licensed just as cars, boats, and aircraft are licensed.  The license should include the serial number, manufacturer, model, as well as owner name, address, and other contact information.  This should be an annual license and have to be renewed every year. The cost of the license should be paid by the gun manufacturer when the gun is first manufactured, transferred to the retailer when sold by the manufacturer, and transferred to the purchaser when purchased.  If the gun is subsequently sold by the original purchaser, the license is then transferred to the new purchaser by the seller.  The costs of the license should be paid for by the owners when they first register their ownership of the weapon.  A database (much like Carfax) can be maintained so the history and life of every weapon can be readily tracked.  Un licensed guns are subject to being confiscated by any officer of any court and the owners of unlicensed firearms should be subject to stiff fines and put on a ineligible to purchase list prevent future purchases.  Any one failing to register the sale of a firearm should also be liable for fines and also prevented from selling a firearm in the future.  The costs of a license should be as follows:
   Revolver/Single Shot Rifle  $10.00 per year
   Shot gun/Hunting Rifle      $15.00 per year
   Automatic Hand gun          $20.00 per year
   Multi-shot rifle            $25.00 per year
Funds from the license fees should be used to maintain the database of gun registrations and the database of ineligible purchasers.

An individual background check should also include a physical exam to ascertain mental competency to own a firearm.

Ineligible purchasers should include people with a past or present felony record, persons accused of violent activities including spousal abuse, any individual on any government watch list, any individuals with a record of mental incompetence, or any individual failing to clear a background check.
