The Gun Solution

The only way to stop the gun carnage is:

1.     Every gun owner must have a license to own a firearm.  That license must include a physical exam from a physician who signs off on the mental capabilities of the owner.  Manufacturers, wholesalers, agents, and retailers all must have a license and all guns in their possession registered to their license.

2.     Every firearm must be registered.  From the manufacturer to retailer to purchaser a record of each firearm must be kept and assigned to a license holder.  A database similar to Carfax needs to be created and maintained to track the ownership of each and every firearm.  The costs of this database to be paid by an annual license fee for acquisition and renewal of license as well as a registration fee each time a gun is transferred from one owner to another.

3.     Any transfer of title to a firearm must be recorded and transferred to an active, current license holder.

4.     Multiple purchases of firearms by any license holder will be immediately reported.

5.     Purchases of ammunition can only be made by holders of gun ownership licenses.  Purchases of large amounts of ammunition will not be allowed.

6.     No state, local, or federal agency may confiscate or otherwise take a registered firearm from a licensed owner without a court warrant that alleges that specific firearm or specific licensed owner had possible criminal involvement.

This will not totally prevent any ineligible person from owning a firearm but will prevent straw purchases and un-checked, private sales of firearms and minimize the criminal acquisition of firearms.
